Dagestan Death List

Earlier this month, leaflets were distributed in Dagestan by a group of so called relatives of police officers and victims of militant attacks. The group claims that it has compiled a list of more than 250 people, including sympathizers and supporters of the militant underground in Dagestan.

Among the people that the group promises to target and kill are human rights defenders, lawyers, and journalists. (Out of safety concerns, the names of targeted individuals are omitted from the translation and from a copy of the original leaflet in Russian).

Below is the full text translated by ACPC. A copy of the original leaflet in Russian can be found here:

We waited a long time, and each passing day cost us the lives of our brothers, turned children into orphans and women of Dagestan into widows.

10 years has passed since these shaytans[1] first appeared in our homeland. What has changed since then? Authorities failed to or chose not to take proper action to eradicate this plague. They have other worries. They are more concerned with budget allocations and receiving bribes. The forest dogs are getting more active, especially, leading up to the presidential election. This is evidence of the fact that they [militants] are a tool of the corrupt political elite who use them to serve their self-interests. The victims of this political game are the ordinary, non-ranking policemen. Meanwhile, those nonhumans continue to spill the blood of people of Dagestan. The authorities either do not have real power capable to combat this evil that has come to our homes, or they wish not to use it.

Now, our time has come and to wait any longer is not an option. There is no hope [for us] in the corrupt courts that render acquittals, or in the prosecutors stuffed with bribes who poorly make the cases in courts wherefrom the militants come out clean. As a sign of protest against the ineffectiveness of authorities, courts, and security services, we are assuming their function in destroying these jackals. We call on the relatives of these dogs to stop them [militants] yourselves. If you do not, we will stop them and will do it brutally. The fate of a person who has stepped on this path is death. There are many families that have suffered at the hands of these savages during the last decade. Not all relatives were able to forgive the murders of their close ones and forget about the suffering brought into their homes. We call on them to not wait until their relatives who work in the police are killed or blown up, but to announce blood feud and to destroy these jackals while it is possible.  Only vendetta can stop this herd of hyenas. Let them feel what we felt: parents, brothers, and sisters of those they murdered. Our hands are not tied and our actions are based on Islam, on morally ethical norms. Authorities cannot do this, their actions are limited by legal restrictions, and the militants’ puppets among the journalists and human rights activists would raise noise in protest.

There are enough of us to bring our justice – without fearing persecution by the security services. We want revenge against those who are connected to the murders of our brothers and fathers and nothing will stop us. We are assisted in this pursuit by policemen who are honest and compassionate to our cause, colleagues and friends of our murdered brothers, fathers and sons. We will seek them out to subject them to agonizing torture and will execute everyone associated with the criminal gangs [militants]. These degenerates who cover under the name of Allah and assume HIS role, deciding who should die, will die choking on their own blood. We have already begun our work and one of our recent acts has shaken the shaytan community and their sympathizers, plunging them into terror. On August 23, we carried out the execution of a group of militants, responsible for terrorist acts and murders of civilians and policemen. These militants placed a bomb in a passenger train that did not detonate thanks to the ALMIGHTY. Before their death, these tramps, who labeled themselves Allah’s warriors, were sobbing admitting all their crimes and begging for mercy. We purposely allowed two of them to escape, so that they could tell everyone of our existence. They exceeded all of our expectations as these wimps ran to the first police station on their way, asking for help from the same “murtads” [unfaithful] against whom they were carrying out ‘their little jihad’.

Your god is Satan, and you are his descendants, who wish to establish the devil’s rule on Dagestani soil. And you die not as shakhids [martyrs], but as servants of the devil and your arch-father is awaiting you in hell.

In the course of the last year we were actively compiling a list of member of the so-called IAF (Illegal Armed Formations – transl.). We now have information about more than 250 people – among them sympathizers , operatives, so-called human rights defenders (NAMES OMITTED – transl.), attorneys ‘on-duty’ (NAMES OMITTED – transl.), and journalists that eat out of militants’ hand (NAMED OMITTED – transl.), some of whom publish under pseudonyms on extremist websites, others glorify militants on the pages of their newspapers. Know that you are under our aim and soon each one of you will pay for your actions. We are putting a task before ourselves – to destroy steadfastly militants and everyone who assists them on the territory of Dagestan. By killing and maiming these shaytans, we will fight for the future of our children, and avenge the lives of policemen and civilians who have died at the hands of this scum.
Realization of their own stupidity and shortcomings has forced these beasts to prove the opposite by any means available to them and the means they have chosen is violence.  We promise that the path they have chosen will be full of their blood.

We purposely did not give ourselves any loud titles, because our goal is not to play mafia games. The people themselves will give us a title and judge our actions.

Our goal is blood revenge for the lost lives and a struggle for the future of our children.
